2026 Missouri Legislative Session Recap
The 2026 Missouri Legislative Session proved far more productive than anticipated, with lawmakers passing more than 100 pieces of legislation and 83 non-budget bills. After early procedural negotiations in the Senate, the General Assembly returned to more traditional operations, allowing key healthcare and pharmacy priorities to advance.

Pharmacy Wins
Vaccination Authority Expansion – Passed
MPA successfully secured legislation expanding pharmacists' vaccine authority, replacing the previous fixed approval date with a streamlined process that allows pharmacists to administer newly approved vaccines. This language was included in multiple bills that were ultimately passed by the General Assembly.

Pharmacy Scope Expansion – Passed
MPA's top legislative priority, SB 878, was approved and expands pharmacists' ability to provide patient care. The legislation authorizes pharmacists to prescribe certain medical equipment, removes barriers to CLIA-waived testing, strengthens emergency dispensing authority, and includes expanded vaccine provisions.

PBM Reform
Pharmacy Benefit Manager (PBM) Reform – Did Not Pass
Despite significant advocacy efforts and bipartisan support, comprehensive PBM reform legislation did not reach the finish line. While several provisions advanced throughout the session, final language was removed during end-of-session negotiations. MPA remains committed to pursuing meaningful PBM reform in future legislative sessions.

Looking Ahead
Governor Kehoe has until July 14 to act on legislation passed during the session. MPA thanks its members for their continued advocacy and engagement, which helped secure important wins for Missouri pharmacy. As planning begins for the 2027 legislative session, MPA will continue working to advance policies that strengthen patient access to pharmacist-provided care and support the profession across Missouri.
